If you run a qualified motor vehicle across state lines — generally 26,000 lb GVWR or more, or three or more axles — you need an IFTA license and you file a quarterly fuel tax return, even as a one-truck owner-operator. IFTA is separate from IRP apportioned registration, though both track interstate miles.
